How do i create new site in AD after setting up additional domain controller to fix dns issues

I have a windows 2000 domain. I have six domain controllers in their own sites. i have a windows 2003 server that has crashed (member server only) and have recently reinstalled the OS to windows 2000 server and have made it a domain controller. All is well except users are unable to connect to this dc by name, only by IP. In troubleshooting this i have noticed that there is no site created for the dc. Am i able to create the site (i am not a dns guru by any means and need some step by step assistance in troubleshooting the dns or creating the site) My hope is that i can create the site for the newly created dc and that will resolve the dns problems. I hope this makes sense and that someone can help with this issue. If it's a replication issue are there any suggestions?
