We have 2 identicle Windows 2000 servers (1 Prod and 1 Dev) that cannot access SSL pages (locally or remotely). When you attempt to browse to an SSL page in ie6sp1, you receive a page cannot be displayed message. When browsing to the same site with Firefox, the page is displayed.
When attempting to install SQL Express on these servers, the following error message is received:
SQL Server Setup could not connect to the database service for server configuration. The error was: [Microsoft][SQL Native Client]SSL Provider: The client and server cannot communicate, because they do not possess a common algorithm.

Have tried reapplying Windows 2000 SP4, Windows 2000 SP4 Rollup, Ie6sp1, re-registering dll's used by ie. We have been experiencing the problem for quite a while, but has become an issue due to the need to install SQL express on these servers.
