Network is sometimes extremely slow and results in locked files

We experience the following problem.
Mostly during the morning we experience lag on the network and especially Excel-files generate a tmp-file that cannot be deleted. The xls-file itself gets set as read-only and allready in use by the current owner. Also browsing on the network folders is very slow, it sometimes hangs for over a minute.

The network is the following.
In total seven win2k-servers, three are DC's
DC One has all the FSMO-roles and also acts as file & print
DC Two has Exchange 2000
DC Three is used as file & print and is also a Global Catalog.
The Other servers are used for mainly Apps, File & Printing
Approx 90 users divided in three departments, clients are 2K & XP
Each department has its own server for file & print.

We use McAfee Antivirus with EPO on all workstations and servers.
As mentioned it started with xls-files getting locked and the tmp-files that were created.
For example, an xls-file named map1.xls will generate the file map1.xls~RF8a7562.TMP
The TMP-file cannot be deleted, but it is gone after a reboot.
And also the network is very slow, especially during the morning-hours, this is also typically the time that the networks responds the slowest. However it also occurs later in the evening.
The network-switches have been checked but nothing strange is showing in the consoles (HP Procurve) The problem appeared last week, no new hardware has been added.
We've checked multiple causes, the servers show no strange events, no memmoryleaks are present, recyclebins are emptied regularly, nic's are functioning correctly.

Any tips or ideas are more than welcome,
upgrade to w2k3-servers is not an option.
