Moving user accounts from one 2000 Terminal Server to another 2000 Terminal Server

We've outgrown our current Windows 2000 TS and will be moving to a new server.  What I would like to do is automate the transition of the user accounts (Documents and Settings\%username%) to the new server.  I have over 70 accounts to "transplant", so I would prefer not to do this individually.

I can transfer a single user account if I log in to the new (freshly installed) server.  Then I can log out and copy their Docs and Settings folder to the new server.  On the next login, their old environment is restored (icon layout, Outlook express, shortcuts, etc).

So far I've tried using XCOPY, but got Sharing Violations on the all the open *.dat files (ntuser, index, etc.).  I've also tried changing the profiles from local to roaming.  The desktop layouts looked correct, their Outlook Express address books were correct, however their email in Outlook Express was not there.

Please let me know if more details are needed.
