Users are not able to log in Citrix Terminal server Windows 2000 Event ID: 1000 + 2020

I have a Windows 2000 Server std with Citrix.

There are usualy around 50 users that uses this server. Three days ago I manualy uninstalled Norton Anti-Virus Corporate version 8 and replaced it with Trend. Two days ago I started having problems. The first 8-10 users are able to log-in and work with their applications. The others will eitheir:

1- log-in and get a blue backgroud blank page and will hang there. I am able to log-off the user using Terminal services manager.
2. Get a message saying that their profile was not loaded because of low system resources or registry size limit.

Envent log on the Citrix server:

Event ID: 2020 - srv - The server was unable to allocate from the system paged pool because the pool was empty.  I get this in the system log every minute exactly.

Event ID: 1000 - Userenv - RegLoadKey failed. Return value Insufficient system resources exist to complete the requested service for C:\Documents and Settings\ntuser.dat.
and
Event ID: 1000 - Userenv - Windows cannot log you on because the profile cannot be loaded.  Contact your network administrator.
and
Event ID: 1000 - Userenv - Windows cannot load your profile. Please increase the registry size and restart the computer. DETAILS - Insufficient system resources exist to complete the requested service
and sometimes:
Event ID: 1000 - Userenv - Windows cannot load the user's profile but has logged you on with the default profile for the system.

I do not use roaming profiles. It does not look like a file-folder security issue because any users are able to login if they are in the first 10 to do so.

I tryed so far:
- Changing the size of the page files and even delete and recreate the page files.
- Stop and disable the print spooler service.
- chkdsk on the disks
- changing the size of the registry from 150 to 200 to 90.
- KB246026
- KB272568 (installed the NAV patch)
- KB312362

Looks like you are right about Citrix and Trend compatibility. I asked two different person at Trend if the products are compatible and I got a yes from one and a no from the other. I will search about this before trying to reinstall it on this server.
