Can not logon to the Server 2000 thru terminal services?

I have 3 servers in house.  2 are 2003 servers. one is the domain controller.  The other is my exchange server.  The 2000 server is my terminal server for a  business application.
I have 20 client licences
After I have 6 user logged to the terminal server I receive the following error:
The client could not establish a connection to the remote computer.

The most likely causes for this error are:
1. remote connections might not be enabled at the remote computer
2.The maximum number of connections might be exceded at the remote computer.
3. a network error occured while establishing a connection.
