cannot obtain the domain controller name?

Got a problem that seems to resurface about once a week.  We recieve this error code on our primary DC.

"Windows cannot obtain the domain controller name for your computer network. Return value (2146). "
not sure what could be causing this could be a DNS problem but not sure, we have two DNS servers and one primary WINS server. I noticed that the primary controller didnt havethe WINS IP, so I just added that but I dont think that was the problem. We have first thought it could have been a time sync issue but that has been fixed and it has resurfaced.

Server1= GC (FSMO),DNS,WINS = The computer with this error
Server2= GC
Server3= DC
Member Server = DNS server 2
