Windows 2000 DC PDC not set as time server to other member DC's

We are running one forest one domain windows 2000 server envirnoment. There is something wrong with the windows time service.

when i run the net time \rtsdomain: command from any of my member DC, it does not display the PDC emulator as the time server. All member DC's are picking up another DC as the time server.

I cant use GPO due to all DC's are win2000 server and not 2003.

I need to know how to configure my PDC emulator to advertise itself as the time server to other DC's so the time will be pulled off from the PDC emulator.
