1202 error in Event Log, & broken SIDs in Local Security Policy.

I have a large amount of repeated errors with Event ID 1202 source SceCli "Security policies were propagated with warning. 0x534", this is happening on 2 servers running similair functions. One server is Windows 2000 SP4 Update Rollup 1, the other is Windows 2003 SP2.
In troubleshooting the error both came up with the same issue basically, some user account that is not behaving correctly.

I checked the Domain Security Policy and it had a few broken SIDs that were then removed.
I also noticed in looking at these peticular servers that both had dozens of broken SIDs in their local security policy (though as a domain computer the domain policy should ignore the local settings correct?).
