TS license not being issued to Windows Vista

When a Windows Vista PC tries to connect to our Windows 2000 Server network via Terminal Services they receive the following error:

"The remote computer disconnected the session because of an error in the licensing protocol.  Please try connecting to the remote computer again or contact you server administrator."

I know that Vista Home Basic and Premium both need TSCALs in order to connect, however we have 20 TSCALs available and this is still happening.  I also called the clearinghouse and had a license pack reissued and still does not work.  Does Vista need a special CAL?Start Free Trial
