How to change Terminal Cal licensing from device to user mode in Windows 2000 server

- There is a windows 2000 server
- it is setup with terminal services in application mode
- we brought TS cal licenses from a reseller few years ago(windows 2003 TS cals - user cals)
   they said that 2003 TS cals would work for windows 2000 server.
- looks like by default the TS server on windows 2000 sever is setup with Device mode
- now how to change the TS licensing from Device mode to User Cal mode in Windows 2000 server ?

 I read some instructions online they ask us to go to TS services configuration and click on
licensing mode , I don;t see that option in windows 2000 server.

Not possible, sorry; Windows 2000 TS supports only "Per Device" CALs. Your W2k3 "Per User" CALs are basically useless unless you upgrade your TS to W2k3, the "downgrade" would only have worked with W2k3 "Per Device" CALs..

"User CALs cannot be issued to Windows 2000 terminal servers or to clients that access Windows 2000 terminal servers. If the network contains Windows 2000 terminal servers, the Windows Server 2003 Licensing server also has to contain Device CALs, not just User CALs."

I have a windows 2000 server and it was set with this "device cals" as you mentioned
by default in application mode.

I never had problem connecting to this server using Terminal client/RDP connection
from many client pc's. Now recently we have started using a PDA(handheld scanner) which
has windows CE.  

This Windows CE client was able to connect initially - looks like temporary license was
issued all these days, now from past 2-3 days its not able to connect.  When I check the terminal server event log when windows CE client , it throws this error:

"Event id: 1004  The terminal server cannot issue a client license."

How to make sure that this windows CE handheld PDA gets connected to this w2k TS server using its Terminal client ?

For regular licenses (not under SA) you cannot convert from per user to per device. When under SA you have a one time chance to do it if required. In your case that sums it up. You cannot do the conversion.
What you can do is to contact the Microsoft Clearinghouse and explain these licenses were not purchased correctly and see if they are willing to issue you a pack for per device licenses for TS CALs for Windows 2000. They may do it. In that case you would uninstall the licensing server, reboot and then reinstall and activate it. Then add the license pack issued by Microsoft and you should be fine. But again, confirm with them if they are willing to do it.

we have another windows 2003 server, can I install and setup that server as TS server
and configure that in  USER CAL MODE licensing , and point the TS licensing server
as my current Windows 2000 server(which has the user cals installed) ?

Nope. 2003 TS CALs will require a 2003 TS. So you can setup a 2003 TS and on itself load Terminal Services Licensing as well and then load your licenses on it. That will work perfectly.

1)  So the TS user cals what I had purchase few years ago (windows 2003 TS user cals),
     and installed in windows 2000 server are of no use ? right  ?

2)  Can I uninstall the users cals from Windows 2000 server and then use it on the new
       windows 2003 server which I will setup soon ?

3)  Do I have to remove the USER CALS from windows 2000 server ? how to do it, just
     deactivating the licensing server on windows 2000 server is enough ? If I do this
     can users still connect to Windows 2000 server using TS server(device based) ?

No need to do any of this. Simply setup a new licensing server on your 2003 TS. Then call the Microsoft Clearinghouse and tell them you decommissioned an old server and you need your per user TS CALs (2003) reissued. They will give you a new pack on the phone. Simply install it on the new licensing server and you are all set.
