During the "Applying Computer Settings" stage the machine is applying local or group policies that are set to apply to the machine node. However, this sounds like it's linked to your NIC. Have you replaced it yet?
If not then you might find umplugging the NIC from the LAN will at least get you rebooted quicker while you sort the problem out.
