open the Internet Information Services Manager
Right click your ftp site -> Properties -> Home Directory -> Check "Write"
per default it's unchecked.

sorry :( I left out the most important part! I can't figure out the user part for permissions... I can't upload to assigned directories for users or actually assign them so the other users can't see the folders they are not supposed to see. do I just make a folder, set the user permision for eachindividual user? So, that when they login they can only upload to there own folder? Thanks a bunch and I'm increasing the available points I have (5) for the help.
how did you create the ftp site?
did you choose Isolated Users?

I don't know if you require a login or you have anonymous logins in place. But, generally, when you can't upload a file, it just means you have not allowed the user who is logged in, whether anonymous or not, write permission to actually put a file into the default directory/folder.
