Windows Time Service Errors

OK ... a tricky one here.

I have 3 W2k3 DC's.  The one that is configured as the PDC is set to an external internet Time Service.  All clients that obtain IP's via DHCP have no error or problems resolving time.  All servers, configured with a static IP, DNS, WINS, consistently log errors 24, 29, and 38 in the event log every 15 minutes.

I have tried just about everything.

ON my PDC I've set it to an external source.

On my other DC's I have run these commands to verify time

net time /SET /YES .... successful

w32tm /resync /rediscover ... unsuccessful

Running a monitor shows this:

w32tm /monitor of which returns all 3 of my DC's
the PDC shows that it is receiving time from the external source
the 2nd DC shows that is is receiving time from the PDC
the 3rd DC says that its "unspecified / unsynchronized [0.0.0.0]"

I've exhausted resources on Technet and EventID with no avail.  There was a good question here in April of 2004 (http://www.experts-exchange.com/Operating_Systems/Windows_Server_2003/Q_20973984.html) but no luck there either.

All clients and Servers are on the same logical subnet and within the same site. Port 123 is open on my firewall to allow syncing with an external time source from the PDC.

Does anyone have any idea how I can sync my 3rd DC and other servers with the Windows Time Service?  I know that you can do it with the net time /SETSNTP:time_server command but with this being an AD environment, it should work with only one time source and then propagate to child objects.
