Trouble setting up DHCP server in Windows Server 2003

I have a PC running Windows Server 2003 without a problem, it's running Active Directory and DNS with no problem. I recently decided I want to run DHCP on it to (prior to this my router has been acting as the DHCP server). I went into the router, disabled DHCP, then added the DHCP role to the server, everything setup fine with no error messages. I configured the scope, authorized the DHCP server, and activated the scope. From the server everything looks to be working fine, but I cannot receive an IP on another PC. I've even tried a crossover cable directly from the server to a PC, times out trying to receive an IP. I then setup a test machine with Windows Server 2003 on it's own switch and set it up as a DHCP server, and of course that immediatly worked fine.

Does anyone have any idea? Has anyone had experience with Server 2003's DHCP server acting weird. Anyway to get around it? I have the latest patches on this server.
