DNS/Domain Controller address recognition

Ok …I think the question title is misleading, but I didn’t know how else I could phrase it.

I have a Windows 2003 Server that is being used as a Domain Controller and DNS Server. I’m using a Windows XP Pro. Ed.  development web server (IIS) .

Case 1:
When the XP IIS server is part of the domain, I CANNOT access websites on the IIS server!
  Symptoms:
- If I try to access http://192.168.1.55 from another computer, I receive a message saying that I can’t access the website.
- I could ping the server
- http://localhost works fine
 
Case 2:
When the XP IIS server is part of the domain, everything works as it should.

What could be wrong with this? Can you please provide me an answer or point me into the right direction?

Case 1:
When the XP IIS server is part of the domain, I CANNOT access websites on the IIS server!

Case 2:
When the XP IIS server is part of the domain, everything works as it should.

Couple of questions:
First, let me know what is working when it is part of the domain and when it is not (see above)
Second, what message is your browser returning when you can't access the site? Access denied, timed out, etc.

Wow I was confused reading that one too.  

I imagine you are having problems when it is not part of the domain.  Make sure the directory where the content resides has Read permission for the IUSR_machinename account.

Sorry about the confusion. I forgot to edit it after cutting and pasting :)

I'll be referring to the Windows XP computer that is running IIS as the SERVER

As PART of the DOMAIN > NOT WORKING:
- Access to website residing on the IIS server is not accessible from other workstations

As PART of the DOMAIN > WORKING:
- I can access the SERVER locally (i.e. http://localhost, http://192.168.1.xx, http://<SERVERNAME>)
- I could ping the SERVER from other workstations
- NSLOOKUP works both from the local SERVER and other workstations (i.e. the IP address 192.168.1.xx is resolved to the SERVER.DOMAIN.COM)

As a standalone server (As NOT PART of the DOMAIN):
- All the things that do NOT work as a member of the domain work

One thing that is not working at all:
Access to our corporate website, which is hosted by another company, is not accessible from inside our LAN.

I'm guessing the source of the problem is that our local domain, SOMEDOMAIN.COM, and the domain name for our website match. I think our DNS server tries to resolve SOMEDOMAIN.COM to our domain controller internal IP address. I don't know how I could forward that request to our ISP DNS servers though.  

I would really appreciate a solution for my first problem.  
If you know the solution for the second problem, however, I’m very much interested in what you have to say J

Your second question is a simple fix - get the IP address of you external website and create a new host record named "www" in your forward lookup zone for domain.com.

As for your problem, what is the browser saying when you can't access the website?  Access denied or request timed out?

Firefox is saying '<Website> could not be found. Please check the name and try again.'
IE is Saying 'The page cannot be displayed' and it continues...
