install frontpage extensions windows 2003 server

I have a 2003 server running IIS 6.  I have created a new web site...not the default web site.  I want to add FP 2002 extensions to this site - they are installed - checked in add/remove win componenets - app server details etc.  The extensions are installed.  I go to admin tools, share point administrator and I find my virtual web - I click on extend...and a web page comes up with a graphic of 2 sprockets and it says processing changes - and it just runs forever...I looked in the root directory of this web and I see the _vti private created but that is it...how long should it take?  Am I doing something wrong?
