Good doc - however , it does not mention how to turn off shutdown for users and not administrators

I would like to create a GPO based on an OU that will lock down my terminal servers as follows
a) Remove the shutdown feature for all Users how ever a specific group like Administrators needs to be able to "Right to shutdown this computer”
b) Disable access to the local drives (Drive C: needs access to the temp files)
c) Remove the desktop icon from the desktop ( Only have MSoffice , Explorer and custom defined apps)
d) No access to copy or move files on or off the desktop
e) the Login script must run

I have my terminal servers setup similar to the way described int eh document. To handle issues like the shutdown. I create a separate OU in AD for the domain admins. Any policy that I use to lock a user's access I can counter with one that only affects the domain admins OU. this way I can use the Remove and Prevent Shutdown command to keep users from seeing but when i log in it is available for me.

I am trying to implement your suggestion at i am doing something wrong. I do very much understand what you are saying - however it does not work for me.
Please, Please could you supply more detailed steps on how to do this.
