You can rename the local Adminstrator account on workstations through group policy (http://support.microsoft.com/default.aspx?scid=kb;en-us;816109), but you can't change it's password through Group Policy.

You can use the method that RobWill has described to change passwords on workstations, or you can use a utility like Hyena (http://www.systemtools.com/hyena) to do it from a GUI. Hyena is a great utility for managing lots of servers / workstations / users.
Thanks kn1564,
