Found My answer I had to pay $99 to email a tech at Microsoft
Here the answer
My sound device was working fine, however The windows audio service is disable.
1.Click Start and click run.
2.Type services.msc and click ok.
3.Doudle click windows audio in the right panel.
4.Select automatic in the startup type in the dropdown list.
5.click apply.
6.Click start botton.
7.click ok to quit.
8. restart the computer.

I also looked and can't find a driver for Windows 2003 for this.
