Make a Organization unit in AD
And then right click that OU properties > group policy>and assigned the Group policy for Ou. The OU is a group in AD.

It is recommended to user Group Policy Management Console for managing and applying group policies.

The first thing you should know is that to apply Group Policy, you have to follow two steps.
1. Create a group policy.
2. Apply (Link) the created group policy to an OU, or domain root.
You can create a policy and can apply it to as many OUs as you want. Please note that you can not apply the group policies on Containers. By default, all users are created in Users Container and all computers are created in Computers Container. And you can not apply group policy on these. So, if you want to apply a group policy to a group of users, create an organizational unit first, move all your users account on which you want to apply the group policy to this OU and then apply the group policy on the OU.

generally move those users into a new OU (orgUnit). This could be a sub-unit of the current location.
GPO's are applied to OU's , which can contain computers and/or users.
GPO is then applied in descending order of the OU, with the lowest taking precedence.
So you can set some settings in a high level GPO (Domain) and then modify or add new settings for lower level OU's.
