generally move those users into a new OU (orgUnit). This could be a sub-unit of the current location.
GPO's are applied to OU's , which can contain computers and/or users.
GPO is then applied in descending order of the OU, with the lowest taking precedence.
So you can set some settings in a high level GPO (Domain) and then modify or add new settings for lower level OU's.
