Cant start Microsoft Exchange Information Store service in exchange 2003

I just setup a new server. Its running Windows Server 2003 SBS, and Exchange 2003. It is going to be a replacement for a Windows 2000 Server running Exchange 2000. After the install of Exchange 2003 I got a message that a service has failed. I check the services and notices that the Microsoft Exchange Information Store is turned off. When I try to turn it back on i get the following message

Could not start the Microsoft Exchange Information Store service on Local Computer.

Error 1053: The service did not start respond to the start or control request in a timely fashion.

What could be the problem?

Is the server setup properly as a DC?

http://support.microsoft.com/kb/273428/

It may not be able to contact the GC correctly.

You can run this http://www.microsoft.com/downloads/details.aspx?familyid=dbab201f-4bee-4943-ac22-e2ddbd258df3&displaylang=en

to find out if Exchange can function correctly.

I check the event log and i'm seeing the following event message:

Source: MSExchangeIS
Event ID: 5000

Unable to initialize the Microsoft Exchange Information Store Service. Error 0x800004005

Yeah...run the Best Practices tool first and see what it says.

Are you trying to bring this server online on the same network as the other one?

Again, are you trying to bring up this new server on the same network as the other 2000 server?  You can't do that.  You'll need to configure the SBS2003 server "offline" or in a test network, and then you can migrate the old information afterward.
