Run a "gpupdate && gpresult" just to make sure the policy takes effect.

I am trying to create a group policy for the Windows firewall. I need to open some ports for our Anti-Virus Admin program. I have created the policy and applied it. And according to GP result, it was applied under the computer config. Below is the text that I used to open the ports:
135:TCP:localsubnet,192.16
135:UDP:localsubnet,192.16
137:UDP:localsubnet,192.16
etc etc.
However, none of these ports appear to be open. They are not listed under port exceptions, I can't pick them up on a nessus port scan - in short "I got nothin'"
I dont even know where to start.

Manually disable the firewall initially. Windows Firewall stops enforcement of GPO.
