Can not log onto a Windows 2003 Terminal Server

I receive an error when attempting to log on to a server using remote desktop client from an XP Pro workstation.
The user is set up on the 2003 server,  (it is an AD configuration)
Terminal services are installed
The user is a member of Remote Desktop Users
The error is : To log on to this computer, you must be granted the Allow log on through Terminal Services rights...
I am able to log on as an administrator or as a user with administrative privilidges.
The option on the user's Terminal Services Profile tab is unchecked "Deny this user Access to any Terminal Servers"
There is no event logged on the XP workstation.
The event logged on the Server under SYSTEM as an information event was ID 1004 the Terminal Server can not issue a client license.
