Messy like jay jay70 says but that does seem the only method that has a chance of working successfully.

I do not need the Exchange license since our plans have changed so therefore do not need nor want to go the Transition Pack route. I have the Server 2003 Std license and CALS but wondering if there is any easy way to effect this upgrade/install without re-installing from ground zero. Are there any reasonable time savers possible on this?

there is a messy path that i wouldnt really be all that keen on, but i am not sure of any other way without the transitioning the whole lot...basically would promote an additional standard DC, then migrate your data, allow replication, make it a GC, the drop the SBS box off the network and seize the FSMO roles on the standard box. Run a metadata cleanup and wipe your SBS box, then promote it back as an additional DC
