RDP is set in admin mode and these users do not have access to log onto the server via rdp. Why else would some users profile folders be created on the file server?

What are the dates on the directories c:\document and settings\ ... These might be very old ...and happened at a time where the users had access to the server.

c:\document and settings\ is a path for a users profile for people who are able to login to the server locally. So, I would guess that these users (at one time or another) logged into the server through Remote Desktop or locally.
