I guess I would have to check it on the 2000 Server where all the files are located, right?
But any user can read or execute those files. Only on this new machine I'm getting access denied.

I have a Windows 2000 Server DC that is running fine for years.
In addition I have a Windows 2003 Server runnig as my Terminal Server, this box also has been running fine for 1 year.
Now I just installed a Brand New Dell server, it came with NO Operation System, so I installed Windows 2003 Server Standard. I have done this plenty of times before with no problems.
I joined this new machine to the domain, logged in as Administrator. I DO have access to all the shared files as I'm supposed to but I can not EXECUTE any file from the server.
When I try it I get this message: Windows cannot access the specified device, path, or file. You may not have the appropriate permissions to access the item
I already dis-joined the domain, joined again and nothing... I cant figure out what is the problem. I also tried loggin in as a different user, but I'm getting the same result.
All my workstations work fine. In the past 3 months I have added about 5 new workstations with no problem.
What could be the problem?

I found a solution which worked for me: Disable windows 2003 Internet Explorer Enhanced Security Configuration.
Steps:
1. Control Panel -> Add or Remove Programs
2. Choose on the left bar: Add/Remove windows Components
3. Uncheck: Internet Explorer Enhanced Security Configuration
