Server 2003 Traffic Control: Prioritizing VPN connection

SET-UP:
I have a server machine running Windows Server 2003.  It handles all my server tasks, including being the domain controller, router, remote access connection manager, fax and print server, website server,  telephone call manager, etc.  This machine is also dedicated for any big uploads or downloads I need to make.   The machine has two network cards: NIC#1 is exclusively for my local network; NIC#2 is for external connections and connects directly to my DSL modem.  <-- My ADSL speed is approximately 760KBs download, and 85KBs upload.

I have had no problems setting up a domain and active directory, and use RRAS and Network Address Translation successfuly, so that my LAN computers have connection to the internet .    This machine also acts as a VPN server so I can connect from work--I am the only one who connects.   It works and I can browse my home network from work fine.

PROBLEM:
The problem is that the VPN connection to my home network is so slow.  When I connect from work, and want to a copy a file from my home domain to my work machine, I want that transfer to take priority over all other uploads, transfers, and other server tasks eating bandwidth.  I've googled this question, and now know this requires me to set a QoS policy to give priority to VPN transfers, but I don't know how.  

I've installed TCMON.exe and I know the VPN port, but I don't know how to create the VPN policy to do what I want it to do.  Ideally, the server would dedicate 90% of upload bandwidth to VPN transfers, until the transfer was complete.
