I don't see why you need to join the domains although you could setup trusts. Just get the users to specify usernames/passwords on the other domain.
The networking is fairly simple, put a router between the two networks and on each host add a static route to the other network with the Route Add command (-P on end to make it remember after reboot). You can add the static routes to the workstations with DHCP if you're using it.
Since the extra router won't have a default gateway it won't forward to the Internet even if someone tries to hack their PC to try to get to the Internet through the other LAN.
