What I described above is to set the local policy on each laptop. You can however set it in a AD GPO at the same location but the policy name may be:
"Number of previous logons to cache (in case domain controller is not available)"
At least it is in W2K.
However, I don't think it is a safe security practice to place this in a domain wide GPO. It should be set to a large number for only those machines that need it... i.e. your traveling laptops.

Yes. In Group Policy editor (start, run, GPEDIT.MSC) Navigate to:
Computer Configuration\Windows Settings\Security Settings\Local Policies\Security Options
Change the "Interactive logon: Number of previous logons to cache (in case domain controller is not available)"
I believe the default is 10. Change it to a reasonable number of logins for the off-site time.
