Now when I try to RDP into it remotely as Administrator, I get a message telling me the RPC server is unavailable. If I try to log in as a regular user, I get an "access denied" error message. I have rebooted this term server 3 times, and each time I reboot I'm able to log in as either a regular user or an Admin....however, very shortly thereafter I am faced with the same problem. Once I log out and try to get back in, I get those error messages. The RPC service is starting automatically as it should on the term server.

check DNS on your terminal server. it should only have local dns entries, e.g. DNS IP's on your AD dc's. If your TS has a public IP set for a DNS server it cant communicate with the RPC server on the DC to pass tokens properly for logon.
