Windows Server 2003 Default Domain controller policy, domain policy giving an mmc could not create the snap in error.
When I open Default domain Controller securtiy settings or Domain Settings I receive the following error,
MMC could not create the snap-in. The snap-in might not have been installed correctly.

I installed MMC 3.0 and had several plug-ins "disappear", among which gpedit.msc. After 4 hours I found http://support.microsoft.c

I tried installing MMC 3.0 and it said what I had on the server was already newer.
Did a bit more research and found out the security permissions weren't set correctly on C:\Program Files\Windows 2003 SBS Server\Licenses directory. Went in there, added Administrator with full control, and bingo, I can get into licensing. =)
