Disable registry edit lockout for Server 2003 XP clients

Hello,
I administer a Windows Server 2003 system with about a dozen XP clients.  As part of a security lockdown, a policy was established such that users (even local administrators) on the XP clients cannot edit the registry.

I need to disable this lockout temporarily, but someone else set this up  cannot remember which administrative tool on the Server he used to accomplish this.  Would appreciate the "path" to the appropriate place to disable the registry lockout-- such as Start/Program/..... etc....
