Hi,
I agree with zephyr. Most likely has to do with share / NTFS permissions. By default on 2K3, a newly created shared folder has read only for share permissions.
That doesn't explain why your shared drives / folders went wild, but that would be a good start to take a look at those permissions...

have you checked the share permissions / security?
are the files actually set to read only, or is it only read only for the users via the network map?
my first inclination is that something happened to the share permissions/security... so i would start there.
