Microsoft, DNS, 2003 Standard

I have 2 DNS servers in our forest. One of the DNS servers has teh do not allow recursion for this domain selected and the other does not. When I  remove or uncheck this box on this server , it will re-check when I close the snapin and open back up to the forwarders tab.

I dont uderstand why I cant change this to allow recursion. Also this is for the All other DNS Domains??
Does anyone know what is the cause of this as I should be able to allow recursion and why does it only do this for one of the DNS servers.
