I am running Windows Server 2003 and need to expand the partition that it is installed in. I tried "Partition Magic" but it does not work with server 2003.
Is it possible to expand a partition that has Windows Server 2003 installed on it?

You can also use Diskpart tool from Microsoft its free, i have used this without any tension. Below is reference for the same.

Take a full backup (Complete volume though NT backup)first, before you perform this activity with any tool.
One thing to keep in mind with Server 2003 is that there are basicly two types of partitions. In order to use the expansion functions, the partition needs to be configured as a 'Dynamic' partition. If the partition is currently a 'Basic Partition', then you will need to convert it to a Dynamic Partition by going to Start--> Adminitrative Tools -->Computer Management--> and look at disk management under storage to see the physical drives and partitions. In the graphical area of the drive section, right click on the Drive you need to make Dynamic and simply execute the wizard on the menu 'Convert to Dynamic Disk'. Once completed, you can extend the volume. This cannot be done until converted to a dynamic partition.
Which partition are you trying to expand? C: cannot be expanded without using 3rd party software that is often expensive because you need a Server version. Instead, you would be better off reconfiguring your C: drive to have data properly stored. For instructions on how to do this, see:

You cannot extend the OS partition while running the OS and using the native partitioning tools. The best method is through Third-party software like Acronis mentioned earlier. These products really aren't that expensive and work amazingly well.
