current policies prevent instances of mmc invoked from scripts from opening in author mode

I'm not sure what started this or when specifically even.  

I can't launch MMC or the Symantech Security console.
Windows 2003 Standard
Symantec Corp Ed 10.x

I went through Microsoft's site and chagned policies to 'disabled' and ran gpupdate then rebooted.
There aren't really any policies implemented on the server which is what makes this doubly frustrating.

Are there any logs generated?  What exactly happens when you try to open them?  Are the processes running and the interface not showing?

run regedit, under HKCU\software\policies\microsoft\mmc there should be a DWORD value labeled RestrictAuthorMode with value of 1. change this to 0 and MMC should now work.
