This one worked for me:
1. Click Start, click Run, and then type gpedit.msc.
2. Under Local Computer Policy, expand Computer Configuration,
3. expand Administrative Templates
4. expand System.
5. Double-click Do not turn off system power after a Windows system shutdown has occurred.
6. Click the Setting tab, click Enabled, and then click OK.

Check the BIOS settings on the one that didn't restart. There is a setting that tells it what to do when power is restored. Usually this is defaulted to stay off. You will have to change it to power on.
