Why won't my Group Policy CTRL-ALT-DEL logon message show up on some of my organizations workstations?

Greetings -

I recently deployed an ENFORCED GPO at the DOMAIN LEVEL to display a logon disclaimer message when the user presses CTRL-ALT-DEL.  Now that replication has completed through all my organization's DCs, we're finding that a very small number of computers do not show the message when the user presses the logon keys.

These machines are all Windows XP Pro SP2 machines.  To troubleshoot, I've rebooted them, run a gpupdate /force, to no avail.  They reside in the same OU as machines that are working fine within Active Directory - and given that the GPO is at the domain level and enforced, this shouldn't matter anyway.

I can't seem to figure out why it won't apply on some machines...
