Windows Explorer pausing for 20 seconds on client machines running Windows XP

This problem started on Monday and we can't figure out whats causing it.  The servers aren't slowing high loads and there is nothing in there event logs.  Its happened on my workstation 5 times today.  It only seems to affect windows explorer, namely the taskbar.  I will click the start button or run CMD from the quick launch and nothing happens for about 20seconds.  The first few times it happened I got frustrated and clicked on the icon 15 times.  After the pause all 15 windows opened.

We have not had one Windows update for two weeks.  When it happens it seems to happen to everyone at the same time and last approximately 15-20 seconds.  The systems have no errors in there event logs and its becoming quite annoying.  Its not really causing us too many issues but I don't want to let it go and get worse.

Has anyone else every heard of this happening?   Oh and I almost forgot when this is happening you can still use programs that are open for example outlook works.
