Windows Server 2003 Group Policy - Folder Redirection for Application Data

We have a group policy (linked to an OU that contains our Windows Server 2003 Citrix Terminal Server computer accounts) that performs folder redirection for Application Data to H:\Application Data.  H:\ is the user's home drive specified in AD.

When performing an rsop.msc for one of the users, an error is seen:

Folder Redirection failed due to the error listed below.
The system cannot find the path specified.

Additional Information:
Failed to perform redirection of folder Application Data.
The new directories for the redirected folder could not be created.
The folder is configured to be redirected to <H:\Application Data>, the final expanded path was <H:\Application Data>.
The following error occurred:
The system cannot find the path specified.


For other users, the policy is seen as "Pending" not "Error".  In any case, for some users, the redirection works.  This can be verified by the use of Outlook 2003 signatures - if a html signature file is placed in H:\Application Data\Microsoft\Signatures it can be selected in Outlook as a signature.  However, for other users, H:\Application is not used and their Application Data folder is  the default - C:\Docs and Settings\username\Application Data.
