Prevent Moving and Deleting folders

What is the best set of permissions to use to prevent users from deleting or moving top level folders but having complete control over the subfolders?

We have tried many combinations of preventing inheritance, denying delete permissions, etc. but have always ended up with a half fixed situation.  

Does anyone have a best practice for setting this up?

I think the problem I was initially having was due to using a single group to try and control the users behavior.  

Our soultion used two groups.  One group with READ only permissions applied to all of the folders.  Then we used another group named CONTENT MODIFER that was applied to 'SUBFOLDERS AND FILES' of the primary folders with MODIFY permissions.
