I think the problem I was initially having was due to using a single group to try and control the users behavior. &nbsp;<br />

Our soultion used two groups. &nbsp;One group with READ only permissions applied to all of the folders. &nbsp;Then we used another group named CONTENT MODIFER that was applied to 'SUBFOLDERS AND FILES' of the primary folders with MODIFY permissions. &nbsp;<br />
