Desktop background nightmare

I'm trying to set a wallpaper background for our citrix users. This policy for some reason is not being applied.
I've gone through all policy settings, basically, running the GP results wizard for a user and the server computer and it shows as teh policy being applied but this is not true.
Now, the only thing I can think of is that there is a grey background color applied, not sure whre this comes from, and I believe this background color is somehow covering the wallpaper behind.

Anybody there can help me finding out how to get rid of this background color or how to narrow down the reason this wallpaper doesn't show?

(I've checked the wallpaper picture is accessible, it's on a network drive, I tried also copying it to the local drive.)
