I can access shares by short netbios name only, not FQDN

This one is getting important

I have a member server in a 2003 domain where I can only access shares on the member server not the FQDN:

can access \\servername\share
can't access \\servername.domain.com\share

With the second I get, "configuration information could not be read from the domain controler, either because the machine is unavailable, or access has been denied."

The proper DNS recods are in the forward and reverse lookup zone and I can sucessfull NSLOOKUP and ping both the netbios and FQDN.

Netbios is disabled on my network, I only use DNS.  the network interface s properly set to append DNS names.

I am also getting the following error which does not correspond to the times I try to access this share:
