Netlogon Sysvol missing!

Hi All
I just added a new member server to my single server domain, I ran DCPROMO on the new server to have a backup domain controller with no errors but I came across a bizard problem; the netlogon and sysvol folder are missing on the new box.   DNS settings and replications are fine but when I take down the old DC people cant login to the domain and I cant open active directory.
Server 1:
Windows server 2003 Enterprise edition sp2
ISA server 2004 installed
Server 2:
Windows server standard R2 sp2
What do you guys think I should do to troubleshoot this issue?  Many thanks!

Well the new machine is an R2 and the original is just 2003.
You need to run adprep from cd2 on the r2 disk; on the first server(the old server)

Already done that , otherwise I wouldnt be able to promote it in the first place.
Did you ste up DNS on the new machine correctly?
You should be getting errors in the replication log that should point to a reason

Yes DNS is setup but I did install it after the DCpromo is that the problem you think? also I tried running dcdiag and got this:
Starting test: NetLogons
Unable to connect to the NETLOGON share! (\\Dc1\netlogon)
[DS1] An net use or LsaPolicy operation failed with error 1203, No
network provider accepted the given network path..
......................... DS1 failed test NetLogons

Today I have tried to demote the dc and promote it again with no luck same issue, do you guys think I can fix this by creating a new domain since I only have to servers? I dont know where to look anymore!

I copied the folders but did not follow the steps of this article I will do that over the weekend, thanks.
