Can't access certain files on network share

Here's an odd one...

We have a W2003 server that has shared folders for document storage.  Someone called me saying they couldn't access certain files.  Here's the complete path:

\\health\WELLNESS\Our Company Clients\Clients N-Z\Client, Region of\Data Analysis\2nd year information\DUR\TO MANIPULATE\2006 NEW CORRECT DATA - To change percentages for 2004 and 2006 for Annual Report (Aug 2007)\CHANGED PERCENTAGES

The folder contains these files:

2004 client by number of claims-TO MANIPULATE-Used for annual report August 2007.csv
Client by number of claims.csv

I know, the path and filename are gigantic.  The users laptop has a FAT32 file system so I figured this is the problem.  I go to the server console and this is where things get strange.  If I right click on the first (long) filename, I get no options.  I can't copy it, I can't rename it and I can't move it.  I'm logged into the console of this server as the domain administrator.  The second file above, gives me every option.  I can copy it, move it, rename it... but not the one with the longer filename.  I can't even do a 'properties' on the file to see its permissions.  I can see the permissions on the folder it's in (CHANGED PERCENTAGES) and it says "Everyone" has full control.

How do I do anything with this file?  I can't open it, copy it, check its permissions or... anything.  If I right click on it the only options on the context menu are Open (does nothing), Edit (does nothing), Open With and Send to.  Right click on the smaller filename and all options show up.

Any idears?
