How to assign permission to users to install the software/application
How can we assign enough permission to users so they can only install software or run setup.
We are using Windows 2003 server active directory and Xp professional in a Domain.

log in to their pc as them. Goto control panel > users. click on advanced tab > advanced button > groups on the left, power users on the right. Click add > type "domain users". That gives them the essential permissions but not full control like an administrator.

is there anyway can we do it from Active Directory or Group Policy?

yes, you could create a group that has power user permissions, as in "member of" power users with each user a member of that group

Users must have administrator permissions to install local software. Unfortunately this also gives them the ability to uninstall it as well. You might consider rolling-out software through Active Directory or a system like SMS. However, if your environment is too volatile and users are making frequent changes, you may need to govern this by policy and give them local administrator access.
