Domain Controller Promote / Demote

Dear all expert

I have two windows server 2003, which  act as primary, secondary domain controller,  i have try  if primary servers shutdown,  user cannot login and hold on " Prepare Network Connection", do i need to do any step if my primary server dead, and secondary take over login role, and other scenerio , is we got remote site and also got domain controller, if that server was dead, will remote site user switch to login primary one through VPN? please advice, thanks
