Disable web browser on WinServer 2003 Terminal Server users?

I have users connect to a WinServer 2003 using a VPN connection. I want to prevent the users from browsing the web from the Terminal Server session. How do I configure Server 2003 so these users cannot browse but I (as Administrator) have full access to the net.Start Free Trial
