JRNL_WRAP_ERROR on Windows 2003 DC

(BACKGROUND)
1 x Windows 2003 DC Holds all Five FSMO ROLES

We Added a New server to the Domain, The new server is Windows 2003 R2 and Preped the domain correctly so we could add the R2 server and promote this server and move FSMO Roles to it . Then we would like to move the FSMO roles to it and demote the old DC and retire it

The New Server is now a Domain Controller, however after running NET SHARE to see if the SYSVOL is up and running on the New Server and thsi is not workign at all.

We however are getting JRNL_WRAP_ERRORS on the  Windows 2003 DC with all FSMO ROLES on it.

I have ran the following:
DCDIAG
NETDIAG
FRSDIAG

and Read many articles on the  JRNL_WRAP_ERRORS  that  were are now getting on the DC with all FSMO roles on it and on the new dc we are getting FRS replication Issues.

All the articles thus far have suggested to do the Following:

Expand HKEY_LOCAL_MACHINE.
Click down the key path:
   "System\CurrentControlSet\Services\NtFrs\Parameters"
Double click on the value name
   "Enable Journal Wrap Automatic Restore"
and update the value.

On the DC that has the the  Error, however Before doing this i need to understand the impact of running this on Our ONLY DC in the Enviroment that even though reports the JRNL_WRAP_ERROR the SYSVOL is working fine on this dc and no apparent problems ?

The above procedure gets new replicas from other DC's however...we dont have any other at this point, except for the new one but thats having issues with sysvol....any thoughts on this ?
